EASTERN PORTS HISTORICAL BACKGROUND:
 
The Eastern Ports Headquarters is essentially a Zonal Structure created by past Managements to provide an oversight functions over the Ports under its domain (Rivers Port, Port Harcourt, Onne Port Complex, Onne Delta Ports, Warri and Calabar Port, Calabar). For Administrative purposes, the Authority conceptualized the Structure into Western and Eastern Zones, with the Zonal Headquarters in Apapa and Port Harcourt, respectively. The primary purpose of creating the Structures was to decentralize the Authority at the Center in Marina-Lagos to enable individual Ports in the Eastern Ports respond to some Operational and Administrative challenges at a short notice. 
 
THE ADMINISTRATIVE STRUCTURE:
The Eastern Ports with the Headquarters in Port Harcourt is Structured with full compliments of Line Managers providing supervisory roles over their respective departments at the Zonal and Port levels. The General Manager, Eastern Ports supervises the Line Managers as well as the Port Managers under his domain, while he reports to the Executive Director (Marine and Operations).

CORE FUNCTIONS OF THE EASTERN PORTS:
  • Overseeing the activities of the Ports under its domain.
  • Supervision of Concession monitoring in the Ports.
  • Coordination of the activities of the Ports (Port Harcourt, Onne, Delta and Calabar).
  • Identification of emerging businesses and modelling of business case for the Authority.
  • Standardization of Operational Procedures for different activities.
  • Carrying out Port Promotions and Marketing.
  • Engages in Corporate Social Responsibilities (CSR) especially in some Host Communities.
  • Interfacing with Government Agencies that have linkage with the Ports.
  • Provide Platforms for policy directives for action points to be implemented in the Ports. 

 
PORTS UNDER THE EASTERN PORTS:
EXECUTIVE SUMMARY OF THE EASTERN PORTS CONCESSIONEERS
The Federal Government in 2006 chose the Landlord Ports Model as an option, which Concession certain aspects of the Authority’s operations to some Private Terminal Operators. (PTOs).
   
RIVERS PORTS, PORT HARCOURT:
The Rivers Ports with a total Quay Length of 1,290 metres was delineated into 2 (two) Terminals, Terminals ‘A’ and ‘B’
Terminal ‘A’ was Concessioned to Messrs Ports and Terminal Operators Nigeria Limited (PTOL) with a total Quay Length of 670m. On the other hand, Terminal ‘B’ was Concession to Messrs BUA Ports and Terminal with a total Quay Length of 620m. 
     
ONNE PORT COMPLEX, ONNE:
Onne Port Complex, has 2 (two) major Terminals;
The Federal Lighter Terminal (FLT) with a total Quay Length of 2,022 metres, that serves the badges, rigs, lighter vessels, Service Boats as well as foreign going Vessels. For instance, Messrs Brawal occupies FLT ‘A’ with a total Quay Length of 340 metres, while Messrs Intels occupies FLT B with a total Quay length of 1,683 metres.The draft ranges from 7.5 metres to 11 metres.
The Federal Ocean Terminal (FOT) has a total Quay Length of 2,890 metres, serves big Gross Tonnage Deep Ocean going vessels.
   
The Terminal was Concessioned to 3 (three) major Terminal Operators namely;
  1. Messrs Intels Nigeria Limited.
  2. Messrs Brawal Oil Services Limited 
  3. Messrs West Africa Container Terminal (WACT)
Other Leases include;
  • Notore (formerly NAFCON) with a total Quay Length of 140 metres and a corresponding 9.0 metres draft.
  • Dangote Cement with a total Quay Length of 139 meters and a corresponding 11.5 metres draft.
  • West Africa Ventures with a total Quay Length of 375 metres and a corresponding draft of 11.5 metres.
  • Starz Marine and Shipyard with a total Quay Length of 212 metres and a corresponding draft of 6 metres.
       
DELTA PORTS, WARRI:
Delta Ports, Warri was Concessioned to 3 (three) Terminal Operators namely;
  1. Julius Berger Services Nigeria Limited which occupies Terminal ‘C’, Old Port with 3 (three) berths with a total Quay Length of 560 metres and a corresponding draft of 4M, 5M, and 6 metres respectively.
  2. Intels Nigeria Limited occupies Terminal ‘A’ in the Old Port with 2 (two) berths, with a draft of 2-4 metres and has a total Quay Length of 280metres and Terminal ‘B’ with a 4 (four) berths with a draft of 4-5.5metres and a total Quay Length of 910.3 metres.
  3. Associated Marine Services Terminal (AMS) in the New Port with 2 (two) berths and a draft of 3.5 -5.5 metres with a total Quay Length of 572 metres
CALABAR PORT COMPLEX: 
The Calabar Port Complex was delineated into 3(three) Terminals and Concession to the following  Terminal Operators;
  1. Messrs Intels Nigeria Limited occupies 20% of the Operational Area in the New Port with a total Quay Length of 380 metres..
  2. Messrs Shoreline Occupies Old Port, Calabar. 
  3. Messrs Ecomarine occupies Terminal ‘B’ New Port with a total Quay Length of 480 metres.
